Spires had a fair number of characters who could just wander into settlements, box people, then flee if outnumbered for a bit then this ruling, or something very similar, came up. Just slapping rulings onto it feels... I dunno. Like flee is very noninteractive and while flee/pursue contests are iconic-ish... I feel like there has to be a more interesting way to do flee.
