"Holy or damned. That is the only question Meranthe has ever asked its people. Pick a side, kneel to a name, and spend your life fighting the other half of the world over whose answer is correct. Speira asks something else entirely. What if neither? What if you stood up, looked the heavens in the eye, and said no? A nation free from gods, free from the question itself.

There is no good magic. There is no bad magic. There is only magic, and the hands that wield it. Speira does not judge a school by the altar it was born under or the name the fearful gave it. Instead, it is the intent and the outcome we judge. A healing spell used to keep a tyrant alive is not holy. A shadow spell used to shield the innocent is not evil. The how has always been justification for war, when it is the why that should be considered.

Therefore, Speira will not outlaw any school of magic within its borders. The word 'fel' nor the word 'sanctified' exist within our borders. These are labels invented by the gods and their followers to divide humanity and turn us against each other. Every time mankind has reached beyond what the gods deemed acceptable, it was met with fire and condemnation. They felt threatened, fearful that one day they would be overthrown. Gods fear not our destruction...

▹ Should the High-Master be absent, the Quillmaster Odisseia assumes authority over all diplomatic and political affairs until his return.

▹ Speira's defense is mercenary by design. No oaths, no conscription, just contracts and coin under the direction of Warmaster Gor'dala.

▹ The campaign for Sapphire Bay is hereby withdrawn. In its place, Speira will seek to mend what previous ambitions may have strained.

▹ Instead, Speira turns its eyes to Arcanum. Tents have already been spotted on its shores and the sound of construction carries across the water. A claim is made.

▹ Trade is the heartbeat of Speira. Merchants will be invited to establish themselves on Arcanum. Teachers are invited to share their craft. Students are invited to seek them out. Coin, knowledge, skill, all currency spends here.

▹ Among the first structures taking shape on Arcanum seems to be a bank. A place where any citizen of Meranthe, regardless of faction, may deposit their coin, invest, and watch their wealth grow through interest (more on that mechanic soon...).

▹ A rumor runs that the High-Master extends an open invitation to all who wish to lend their blade to Speira. It is said that if one finds him and pledge themselves, an avenue for greater strength will be made available for those who dare.
