Much like a crafting\blacksmith skill
Pops up a UI allowing the chef to name the meal, distribute stat bonuses into the meal based on ingredients, and choose an icon for it from a selection of pre assorted icons or custom icons.

This way more food recipes can be made without needing to app for them constantly (since they need coding), as well as giving chefs something to achieve for a rpp cost.
