Describe the issue: Retainrs currently do not want to water seed-stage crops

How to reproduce:
Set up a small plot of farm-land.
Set up your retainer and set him to farm.
Watch as your retainer does nothing.

Water your crop or force-grow it to stage 2. Suddenly, your retainer will start watering it like normal.

I want to add the retainers having a weird cow obsession. They will not leave the cows alone to do anything but deal with cows. Admin deleted a cow and it just went to the next cow.
