From within the Isle of Nilhirra, some members of the Kingdom and the Circle that controls it, have debts to be repaid to those of Pscaela. In such matters, Agents of the Circle are seen marching alongside the armies of Pscaela. However, there has been no official response from the King or his court. 

It is quite likely that these agents are acting of their own volition, Volunteers; driven by self-interest.

 

Though... there are rumors of the Inquisition's dealings with the Kingdom of Fortune in the form of aid, perhaps a reason for the officials to let such agents be.
