From a distance is marching observed, metallic feet advancing westward through perilous snowy conditions. Soldiers of the newly installed military storm the grounds. In their hands is an official decree of the Ruby Empire, then fastened to the budding foundation. At its top right corner is the stamp of the national bird: the immortal Phoenix. 

The ambitious project is to hereby cease construction indefinitely. You, who so callously tread upon the empire's territory, are to abandon the site.

Found guilty of several crimes:

Construction without explicit permission.
Trampling upon a rich history and historical landmarks- The Ten's Citadel, and Enos.
Desecration of a holy site once belonging to Ualdir.
Unlawful occupancy, yes we see your tents.

...You, ANNIE RICHTER, are to be detained if caught trespassing, and branded an enemy of the state, where death is almost certain inevitability.
