You'll want to use the /message command, or if you want to make an announcement, host a gathering of characters in-game (tell them to show up at xyz via a public guild announce).
Please also keep common sense in mind: Evicting three magi in a kingdom of hundreds of thousands of citizens isn't a mass eviction.
