While the Running Magic may be quite expensive when deeply invested into, there is no real reason to nerf the energy consumption. The energy consumption rarely ever becomes a problem, only ever becoming one for builds which are engineered to increase their FPS (feet per second) to clear more distance faster for a faster energy consumption.
Though, even for these builds there's always counterplay such as investing in True Flight, Crimson Reed, or Levitation Potion.
It's perfectly balanced, as all things should be.
