Standing on top of a wooden crate, a young lad in a megaphone speaks out in several of the major settlements. Of course, those where he cannot reach, there are those in his stead. In all occasions, they look as if they are tired from a hard day's work and covered in a thick layer of dust:

"EXPEDITION NUMBER TWO HAS CONCLUDED! AT THIS TIME, IT IS DIFFICULT TO CONTINUE MINING IN THE TUNNELS UNDER VDALION AS THE WAR HAS CAUSED PARTIAL COLLAPSES! IN ADDITION: RESOURCE OBTAINMENT FROM THESE PORTIONS OF CAVERN HAS BEEN SUB-PAR IN ACCORDING TO OUR STANDARDS! FROM NOW ON, WE WILL BE LOOKING FOR SPECIFIC ORE WHICH MAY OR MAY NOT BE THEORETICAL! PLEASE INVEST, AND IF ANYONE WISHES TO CONTRIBUTE TO THE EXPERIENCE AND INNOVATION OF THE FUTURE, PLEASE CONTACT ANDES MORAINE IN FINAL FRONTIER!"

Several times does the megaphone break for those who have the "fortune" to see Andes himself. It was clumsy, but he certainly was putting forth effort. Perhaps there was merit to this beyond just a pipe dream.
