Apparently you cannot dismantle Austereia chestplates at the current time.

You drop Austereia Chestplate.
Item successfully dismantled!
You pick up Austereia Chestplate.
You pick up Leather x5.
Simply try to dismantle, it'll give 5 leather and the chestplate back to you.
