There is a difference in trust between an appmin and an admin.
The latter is trusted to know the general state of the game, including potentially secret stuff behind closed doors
an appmin is trusted at a further level, to be utterly unbiased when presented with logs of characters interacting. This goes beyond simply having a surface level of what's going on - you literally have access to entire scenes recorded.
It's hard to just promote someone off the street and give them that level of responsibility.
this it's hard to just go 'promote more so apps speed up'
how many people in the game would you *really* trust to know every single detail that goes on behind closed doors? without judging, without bias, and without it affecting their own characters in any way, shape or form?
