The Decree of Public Morality:
The Sanctuary has functioned without written law for decades.
Starting now, its Sages take a clear stance on the legality of certain behaviors; in place of an universal law, however, is a document written to guide the Sanctuary's people.
As to uphold a public sense of high morality, any unsanctioned violence is hereby forbidden within the Sanctuary's extended territory.
A similar clause extends to what the document defines as public degeneracy - including, but not limited to: the usage and sale of narcotics in public, (unsanctioned) gambling, prostitution, and banditry.

A great share of progress has been made towards the Antimonum; the Sanctuary's alchemists had captured all four of magic's elements, and borrowing from the mythos of the Philosopher's Stone, brace themselves for decades of assembling a wonder made by mankind.
A generation raised in opulence will greet the new milennium - the first step to embracing power without divinity.

Politics will, however, continue to be entertained; forgiving in nature, the Sanctuary also humors requests for ceasefire and non-aggression pacts.
No comment is offered about those armies marching into the Shadowlands, yet a sudden stir in military activity foretells the Sanctuary's people are ready to send another nation home in stitches, if any are to come home this Season.
