How about keeping the current system of being able to apply for one, but adding an alternative method through crafting or something for those who'd rather run around getting resources than forcing dev?
Alchemy kind of sucks compared to Artificer so maybe put it in there.
Or let people who have the magic craft the tomes and sell them.
The only problem I see with that is that they're not really IC items at the moment, so you wouldn't be able to arrest someone for having an Occult tome on them or something...
