Incognito should not be something everyone simply has access to. It should only be applied by abilities / items that make sense for it to do so.

Camouflage, Invisibility Potion, or a Disguise come to mind off-top.

Hell, even making it so that if you stand still long enough that you'll disappear from the minimap would be great. But it makes no sense as it currently is.
