I think it has the potential to be great but to easy to "rep bomb' or 'rep praise" On the other hand if it were limited per day and had some limit. As in per thread most you can drop is -5/10. And each day the person has limited votes, which also must be described, then maybe?

The gist is you cannot rep praise or bomb as the limit per thread is +10 rep or down to -15 rep.
