Following the attempted coup at the start of the year in Delphina, the military needed to reconstruct itself by a set of promotions to fill the missing spots.

That said, change takes time, and it is only now that the new captain finally makes a call to the public:

"Each time that Delphina suffers through a coup, successful or not, the years that follow are often those of strife and hardship.

To lessen this, I shall work towards setting order by making two announcements:

The first? To anyone who seeks to join the Elzara, are now able to come speak with me for recruitment.

The second? I shall now strive to have the Elzara gather together for a meeting at least once a year.

A meeting that is meant to speak of the Elzara's current goals while making sure everyone is in consensus about them,

To give others the chance to speak up their minds and thoughts about what can be done for improvement,

and lastly? As another chance for those of the Elzara to know one another.

The first of such meetings? Shall be today.

I am aware I am giving little time to prepare, but with the seasons ever changing?

As per the captain's own desire of making the meetings a yearly routine, a new meeting is announced to occuer before the end of the year.

On the topic for this year's meeting:
-Possible threats for the Elzara to focus on.
-Categorizing potential enemies based on their strength.

Moreover? representatives from allied nations are allowed to come in to listen and provide their own thoughts, but on the condition that they contact captain Elouan Niall first before arriving.

The date of the meeting is 27/01/24 (01/27/24 for americans), at 5pm est.

Before the end of the year, a date is picked for a new meeting for the Elzara to gather after personal matters within Delphina have caused the prior meeting's cancellation.

The topics for this year's meeting:

-Recruitment plans

-Organization of the Elzara, and including commemorations to those within the Elzara who perform well in the future.

-Possible threats for the Elzara to focus on, which was meant for the prior meeting.

Moreover, to provide an added incentive to those who seek to join the Elzara, the captain Elouan Niall is bringing forth a challenge:

Anyone of the Elzara below the rank of captain that can win against Elouan Niall in a match at least once, shall receive 10,000 coins.

Following reports handed to captain Elouan, a new meeting is called to pass on information to the Elzara, as well as follow through with the goals of the previous meeting that has been cancelled last year due to the tournament at Martyr's Vigil.
